Van Horn is a former FBI Agent and a sitting member of the Senate Intelligence Committee. He denys the allegation that he has worked for the CIA. At some point in recent history, he was mudrered for his identity and the access he has to key information in the war between the uuniverses. The shapeshifting soldier that adopted his life has been feeding information about our counter-Fringe efforts to the forces that have infilitrated and are spying for Secretary Bishop from the alternate universe.

After Broyles files the fingerprints of the suspect (Earthling), Van Horn meets Broyles face-to-face to warn him and stop him from investigating the Vasiliev case any further, allegedly because it involves a stolen weapon from the Russian Federation.
Van Horn collects information (Olivia) during an interview/debriefing with Peter about his activities in the parallel universe.
Van Horn is rushed to a hospital emergency room (Do Shapeshifters Dream Of Electric Sheep?) following a vehicular collision. Newton attempts to extract Van Horn from medical care, but eventually has to terminate his political operative with a shot to the Van Horns' left eye. Van Horns' office is later searched by Peter and Bolivia who discover the Senator had been collecting information on the Fringe Division for at least the previous two years. Van Horns' shape-shifting corpse is studied by Walter and partial reactivated. Van Horns' long-term memory center can not be accessed, but verbal and tactile stimuli from his wife, allow the science team to garner short-term memory snippets. Newton calls on another shapeshifter, Ray Duffy, to infilitrate Massive Dynamic and retrieved the short-term memory disk located in Van Horn's lower back. Duffy kills Walter's security man, but shows mercy on Walter when he discovers the intrusion. As directed, Duffy delivers Van Horn's memory component to Thomas Newton. Newton, unable to evade capture by Peter, surreptitiously delivers Van Horns' memory component to Bolivia Dunham.
Van Horn, none the worse for wear in the adjusted (Brave New World, Part 2) timeline, briefs Broyles on the state of the Fringe Task Force in the aftermath of the encounter with Bell at sea. The Congressional Oversight committee has secured funding to provided the fully staffed and equipped science branch it merits. Van Horn also gets the honor of informing his good friend that The President has endorsed his promotion to General Officer.
