Winters was associated with the weaponization of Susan Pratt and Nancy Lewis and worked clandestinely with Sanford Harris, presumably in support of ZFT, or Pattern-related, criminal activities.
A check for $30,000 was found in Susan Pratt's apartment, signed by Isaac Winters, representing an abandoned law firm in Charlestown, MA. Winters received phone messages from Pratt there, where she claimed odd things started happening to here after she took the tests.
Winters visited Lewis at her apartment, and abducted her. He relocated her to a makeshift laboratory in a warehouse and was later joined by Sanford Harris - where they attempted to activate her.
Winters was shot by Olivia as Charlie and the rest of his tactical team raided the warehouse looking for Lewis.
He is suspected of having actively recruited Nick Lane (Bad Dreams). Lane was visited by an "attorney" who informed him about his large inheritance; Lane described this person as "that man with the glasses".
