- Joseph Meegar was an unwitting test subject that developed the ability to channel deadly amounts of electrical energy. He is single and lived with his mother, whom he supported, before he unintentionally killed her.
- Joseph Meegar worked as a delivery man for BiCoastal Parcel. In an attempt to boost his low confidence level, he agreed to a course of treatment by Jacob Fischer. The electrical impulses in his brain were realigned during the illegal treatments, resulting in an inability to control the large amounts of electrical power he generated in the process. His inability to control his emotional state caused an elevator to plummet, killing those onboard, including Bethany. He was also responsible for the failure of his mother's heart pacemaker and her death. His supervisor, Ron Boynton, lost his arm in a sorting machine, as well. Olivia took him in to custody after Peter clobbered him when he was trying to escape.
- As a child, Meegar was a member of the Webelo Scouts and earned activity badges.
