Simon Phillips is one of the undocumented Cortexiphan test subject from the Wooster Trials. He was discontinued from the program because he began to develop the ability to read minds. Peter assumed correctly that Walter removed Simon from the program because he didn't want Simon to find out his secret of abducting Peter from the other side.
Simon lives alone in a rural cabin of Washington. When he met Olivia, he was unable to read her mind. Walter explained that Olivia was treated with Cortexiphan and could be immune to his ability. Olivia asked for Simon's help to read Downey's mind.
In the process of reading Downey's mind, he asked Olivia to focus the suspect through questions. Simon listed down words he gathered from Downey's mind. One of the words is Project Jellyfish, the weapons program both Blake and Downey worked on.
Using his ability, Simon was able to identify Dillon and Vannoy in the multitude of people at Congressman Thorn's fundraising event.
Olivia noticed drawings of a girl made by Simon. Simon explained that the girl works at a coffee house near his house but never get a chance to meet her because of his ability to read minds. Later, he gave a note to Olivia, saying "he still has a feelings for her".
