Importance

My guess is that the tattoo itself, what it means to the couple or what it may depict, isn't going to be that important. BUT... the fact that they make an effort to show it - that could be big. It may be her undoing over here when Peter says "...hey, when you get that?" and Broyles says "...her prior service record says she doesn't have any, and FBI agents aren't allowed to get them." Spinal Column

I wouldn't be surprised if the location on the spinal column indicates that the tattoo is actually a nano-machine or cluster of nano-machines, perhaps used to monitor the health of the Fringe Division operatives of the other universe - maybe some kind of a data port. Also, Otzi the iceman, the 5000-year old mummy found in the Alps, had tattoos on his body that marked contemporary acupuncture points, so I also googled on that and found an interesting thing: there's a symbol at the rear base of the skull in this 14th century illustration that looks a lot like the tattoo itself: Hua Shou.
